Please direct your appropriate staff members to make sure that proper language is included in the Acts of Congress that you approve so that effective project management will be in place throughout the country for each and every program and project within this crucial recovery activity.
We all know money and time will be wasted unless these programs and projects are properly managed. We've seen it before and it will happen again unless proven modern project management principles and expertise are used to provide the discipline, controls and accountability needed to ensure that these new projects are successful.
As stated in this Project Management Manifesto, these principles and practices require:
- Systemic use of a set of proven best practices for project selection, planning, budgeting, oversight, and reporting.
- Recruitment of experienced, responsible project leaders who are accountable to the American people for project results.
- Selection of project sponsors at Federal, State, County, City and multi-authority levels that ensure strategically sound, transparent accountability at every level.
