asapm Position Descriptions: Secretary-Treasurer


Major Responsibilities
1. Serves on the Board of Directors as a voting member.
2. Serves as an Officer of the Society.
3. Oversees the operations of the Society with the other Officers.
4. Signs legal documents, as required.
5. Manages the budget and financial operations of the Society.
6. Maintains or sees to the maintenance of all administrative operations of the Society.
7. Delivers an annual, fiscal year audit of the Society’s books.
8. Maintains the official records of Society activities such as meeting minutes, decisions of the Board,
    correspondence with governmental agencies, and intersociety agreements.
9. Performs the Vice-President duties when the Vice-President is absent.
10. Prepares a plan of actions for the next year and presents it to the Board of Directors.

General Duties
1. Participates in Board meetings two or more times per year.
2. Serves as a Voting member of the asapm Governance Committee.
3. Coordinates finances and accounting with PMCert, asapm's Certification agency.
4. Publishes notices of Board of Director Meetings, then performs or oversees the recording of the
    meetings and preparation of the Minutes..
5. Corresponds with members, organizations, and individuals to provide and obtain information.
6. Maintains the asapm membership list, records and files, including sending dues reminder notices,
    and acknowledgement of payments.
6. Serves as the guardian of official files and records of the Society.
7. Receives, deposits, and disburses funds for the Society in accordance with generally accepted
    accounting procedures.
8. Prepares an annual budget for the Society based on information received from Officers and
    Directors.
8. Submits reports to governmental agencies as required.

Dennis MilroyAbout Dennis
Dennis Milroy is currently a Instructor of Information Systems at the University of Colorado in Colorado Springs. Throughout his 35 year computer and project management career he has held many posts relating to project management in the military, corporate, and academic worlds. He currently teaches “Managing Projects for Competitive Advantage” and “Bridging Strategy and Tactics in Project Management” through the Distance MBA program at UCCS. He also teaches Information Systems and Statistics in the Undergraduate program.

Before entering academics, he served as an officer in the US Air Force for 20 years, and developed computer systems for nuclear warfare and satellite reconnaissance. He has had a strong interest in project management for many years, has been a member of PM Institute for four years, asapm for just one year.

Statement of Intent
We need to continue integrating technology into project management and the organization. asapm already has a great start in the Web Site and it is a never-ending job; there are new products we are bringing into the market, and we need to keep improving our communications within and beyond our organization. We need to keep adding on new capabilities as they are developed. With these in mind, there are a number of feasible activities that can be launched to integrate technology.

  1. Administrative Processes
    1. Automated member renewal billing and member database updates.
    2. Develop consistent and mature processes for the secretary treasurer.
    3. Develop contingency and backup plans for other members to help perform the job.
    4. Improve integration of credit card processing with online use of Authorize.Net, which we currently use for faxed and mailed credit cards. Some people do not like PayPal.
    5. Improve the processes for additional asapm services, such as subscriptions to the International Journal of Project Management.

  2. 2. Governance and Transparency
    1. Improve the planning and reporting of Board Meetings, and the annual meeting.
    2. Refine and improve the society’s Standard Operating Procedures.
    3. Post copies of meeting agendas and minutes in the Members-Only area.
    4. Work with the Vice President to update the society Bylaws to support Corporate memberships.

  3. Assist in the development of additional member services, such as a membership directory, and the Organizational Competence in Project Management.
